Mobility aids, Mobili Pass, Mobili Jeunes, Fonds de solidarité pour le logement (FSL) grants... Depending on your situation, there are numerous aids available to help you finance a move. Among them, the moving allowance is designed for families with 3 or more children who need to move home following the expansion of their family. But what are the conditions for receiving this moving allowance? When and how do you apply? Is it possible to receive it several times over, and to combine it with other moving aids? Find out everything you need to know about the moving allowance, so you can check whether you're entitled to it and, if so, prepare your application in advance.
Moving allowance: financial assistance for large families
Among the many moving aids available, the moving allowance is dedicated to large families. Awarded to households with 3 or more children, it is designed to help families move to a more suitable apartment when the family expands.
The moving allowance is paid by the Caisse d'allocations familiales (CAF) or the Sécurité sociale agricole (MSA), subject to certain conditions. Please note that it is not awarded automatically, so you need to submit an application to the appropriate organization in order to qualify.
What are the conditions for receiving the CAF or MSA moving allowance?
To receive the moving allowance, you must meet 3 conditions:
- have at least 3 dependent children, either born or unborn;
- be entitled to personalized housing assistance (APL) or family housing allowance (ALF) for your new home;
- move between the end of the 3rd month of pregnancy and the 2nd birthday of your last child.
These criteria must be met when you submit your application, within 6 months of moving house.
What expenses are eligible for the moving allowance?
You can claim the moving allowance if you use a professional mover or if you move yourself by renting a moving truck.
To qualify for the moving allowance, you need to be able to justify your expenses by providing receipted invoices.
Who and how do I apply for the moving allowance?
To qualify for the bonus, you must submit an application :
- CAF if you are covered by the general social security system;
- the MSA if you are covered by the agricultural social security system.
The procedures for submitting an application are similar from one caisse to another: you must complete Cerfa form n° 11363 to apply for a moving allowance, and attach proof of expenses incurred.
The application must be submitted to the CAF or MSA of your new residence, no later than 6 months after the move. Find out what you need to do beforehand, so you don't miss the boat or have to scramble for supporting documents at the last minute.
What is the amount of the moving allowance?
The amount of the relocation allowance depends on the number of dependent children. It amounts to 995.54 euros for 3 children, plus 82.96 euros for each additional child.
However, this is a ceiling which will be paid to you within the limit of the expenses incurred. You must therefore justify all declared expenses, whether you are moving with a professional or on your own.
How is the moving allowance paid?
The premium is paid in a single instalment after examination of your file and supporting documents (receipted invoice from the removal firm or vehicle rental company, fuel costs, etc.). However, if you're in a precarious situation, you can ask for an advance.
On presentation of an estimate, an advance of 50-75% of the total amount may be granted, up to the limit of the allowance. You will then need to send the paid invoice within 6 months of the move to justify your entitlement and receive the balance of the unpaid removal allowance.
Can I receive the moving allowance more than once?
It is quite possible to benefit from the moving allowance several times. For example, when your 3rd child is born and before your 4th child is 2 years old.
However, be sure to respect the 6-month deadline following your move to submit your application in order to qualify.
Can the moving allowance be combined with other financial assistance?
Absolutely! The CAF and MSA moving allowance can be combined with :
- Action Logement assistance: mobility assistance and MOBILI-PASS® assistance for private-sector employees;
- AIP (aide à l'installation des personnels d'État) for civil servants;
- assistance from the Fonds de solidarité pour le logement (FSL) for people in financial difficulty...
Contact the various organizations to find out more about the rules governing the accumulation of benefits.
What should I do if I'm refused a moving allowance?
In the event of refusal, you can contest the decision. To do so, you need to write to the CAF or MSA to refer the matter to the appeals committee responsible for examining your claim.
If you don't qualify for the moving allowance, don't hesitate to apply for assistance from other organizations which, depending on your situation, may be able to grant you a moving subsidy or loan: Action Logement for employees, Pôle Emploi for jobseekers, the Fonds de solidarité pour le logement (FSL) if you're in financial difficulty...
